The long-awaited MetroLink project has reached a pivotal milestone with An Coimisiún Pleanála granting approval for its Railway Order, clearing the way for procurement and construction to begin in the coming years.
The decision has been hailed as a nation-shaping moment for Ireland’s infrastructure by key transport leaders.
Minister for Transport Darragh O’Brien described the announcement as a “hugely positive step” for a project that is set to reshape travel in the capital.
“Today’s planning news is a hugely positive step for MetroLink, which is a key strategic project for the Government and Ireland.
“I’d like to thank TII and the NTA for developing the project to this stage.
“MetroLink will be transformative for the people of North Dublin and - by linking directly with Dublin airport, DART, heavy rail, Luas and bus services - the entire country.
“MetroLink will provide a fast, high capacity, high frequency public transport route, and it will enable the construction of tens of thousands of new homes.”
Backed by a €2bn allocation in the Government’s recent National Development Plan (NDP) review, MetroLink will be Ireland’s largest single investment project.
Legislation will shortly be brought forward to establish a statutory delivery body dedicated to its delivery, underscoring the scale and importance of the project.
Industry leaders echoed the Minister’s view.
Hugh Creegan, Interim CEO of the NTA, said: “I’m delighted to welcome An Coimisiún Pleanála’s decision.
“It marks a significant step in progressing a project that will dramatically improve connectivity, reduce congestion, and offer a real transport alternative to tens of thousands of people daily.”
TII CEO Lorcan O’Connor added: “TII very much welcomes the decision by An Coimisiún Pleanála. It is a significant step forward for Metrolink, a project that will transform the public transportation network of greater Dublin for generations to come.”

MetroLink Programme Director Seán Sweeney also welcomed the ruling, saying it would “shape the future of Dublin, provide a sustainable transport solution to growing demand, and unlock much-needed land development opportunities.”
The Railway Order authorises construction of a 19km fully-automated, mostly underground metro line from Swords to Dublin city centre, directly serving Dublin Airport and creating a fast, high-frequency transport backbone for the capital.
