Home Building Finance Ireland (HBFI) has reached a major milestone, with total loan approvals hitting €3bn by the end of June 2025—an increase of nearly 13% from €2.7bn at the end of 2024.
The figures, published in HBFI’s latest half-year performance update, point to strong and sustained demand for housing finance across the country.
The Government-backed lender, established to support housing delivery, approved €336m in new loans during the first half of 2025, following an already strong second half of 2024.
At mid-year, funding had been approved for 15,186 homes across 206 developments in 25 counties.
Drawdowns have now reached €2.25bn, covering 135 developments and 12,251 homes either under construction or completed.
With a typical time lag of 3–6 months between approval and drawdown, HBFI expects this figure to continue climbing in the second half of the year.
HBFI Chief Executive Dara Deering said: “We have continued to make a valuable contribution to Ireland’s housing supply in the first half of 2025, as today’s figures show funding approved for over 15,000 new homes and across 25 counties in Ireland to date...
“We will continue to engage with the market to ensure we understand their needs and continue to identify potential funding gaps, in order to support the delivery of new homes.”
The organisation has seen strong engagement from smaller developers, with 83% of loans under €20m.
Additionally, 88% of approved loans covered more than 65% of project costs—highlighting continued equity constraints among housebuilders.

Now in its seventh year, HBFI continues to refine its product offerings—including green loans, social housing options, and the Accelerate fund—while running regional engagement events to meet the needs of developers across Ireland.
