Housing completions increase 35% in Q2 as apartment construction surges

The number of new homes completed in the second quarter of the year rose by more than a third compared with the same period in 2024.

Figures from the Central Statistics Office (CSO) show there were 9,214 new dwellings completed between April and June, a rise of 35 per cent from 6,824 completions in Q2 last year.

The Q2 increase was driven by apartment completions, which doubled (+100.5 per cent) year-on-year from 1,523 to 3,053, but there were also solid increases in the number of scheme dwellings, ie homes that form part of a multi-unit development (+17.3 per cent to 4,643), and single dwellings (+13.1 per cent to 1,518).

The total also represents a 55 per cent increase from the first quarter of the year when less than 6,000 new homes were finished.

With 15,152 completions so far this year, the country is on track to match the 30,330 new homes constructed last year, despite the target of building 300,000 homes by the end of the decade.

If output is maintained at Q2 levels for the rest of the year, the total will increase to 33,580, which would be more or less in line with 2023.

CSO statistician Steven Conroy said that more than half of all completions in Q2 (50 per cent) were scheme dwellings, 33 per cent were apartments, and 17 per cent were single dwellings.

Some 42 per cent of new homes were in Dublin and 17 per cent were located in the mid-east region (Louth, Meath, Kildare, and Wicklow).

Six of the eight regions registered an increase in completions in Q2, again led by Dublin, which saw an 85 per cent uplift from 2,062 in Q2 2024 to 3,822.

There were also significant increases in the border region (+38 per cent), the midlands (+33 per cent), the mid-west (+25 per cent), the mid-east (+15 per cent), and the south-west (+14 per cent).

The decreases were in the west (-16 per cent), which covers Galway, Mayo, Roscommon, and the south-east (Carlow, Kilkenny, Waterford, and Wexford), where completions declined by four per cent.

Dublin also accounted for more than eight in ten (83 per cent) of apartment completions with 2,528, and the county also accounted for the most scheme dwelling completions at 1,218. In Dublin city during the quarter, 97 per cent of new dwellings completed were apartments.

"The border region (Cavan, Donegal, Leitrim, Monaghan, Sligo) had the most single completions in Q2 2025 at 240. The most completions in Q2 2025 by Local Electoral Area (LEA) were in Blanchardstown-Mulhuddart at 501," said Conroy.

Some 8,004 completions were in urban areas, up 40 per cent from 5,734 a year earlier, while 1,210 were in rural areas, representing a small increase year-on-year (1,090). Of all completions in the quarter, 87% were in urban areas.

The data does not include student accommodation construction, although the CSO acknowledged significant development of student housing during the period.
