Planning permissions down as 12.5% as approvals in Dublin drop by a third

There was a decrease of 12.5% in planning permissions granted for residential properties during the second quarter while approvals in Dublin fell by more than a third.

Figures from the Central Statistics Office (CSO) show permission was granted for 7,447 units in Q2, down by more than 1,000 from the 8,513 units approved during the same period last year.

Houses accounted for nearly two-thirds (63%) of units granted planning permission and apartments the remaining 37%, although approvals for both fell year-on-year, by 6.4% and 21.4%, respectively.

The number of multi-development houses receiving planing permissions declined 7.5% from 3,852 to 3,565, and there was a 3.5% decline in the number of permissions for one-off homes, easing from a 4.5% fall in Q1.

There was a 7.3% in the number of individual planning permissions for all developments with 7,058 permissions approved compared with 6,575 permissions in Q2 2024.

Across the four local authorities of Dublin, there was an annual decline of 35.5% in the number of units approved (1,816) between significant declines in approvals for both houses (-45% to 583) and apartments (-30% to 1,233).

The capital still accounted for 45% of all apartments and 12% of houses approved as well as a quarter (24%) of all units granted permission during the quarter.

"During the same period, the Midlands region (Laois, Longford, Offaly, and Westmeath) recorded the lowest number of apartment units (72) granted planning permission," said Shane O'Sullivan, statistician in the housing division of the CSO.

"The Mid-East region (Louth, Kildare, Meath, and Wicklow) accounted for the highest number of houses (893) granted planning, while the Mid-West region (Clare, Limerick, and Tipperary) recorded the lowest number of houses (247).

"Of the 7,058 individual applications for planning permissions granted in Q2 2025, there were 1,536 for new construction dwellings, 2,105 for other new constructions, 2,096 for extensions, and 1,321 permissions were for alterations and conversions."
